Notice how the state office building and city hall are lit up in the dark like a giant flood light was pointed at them. Even the Times building seems to have a flood light pointed at it. A very odd effect for a night scene. I’m assuming it was to give the movie viewer a sense of location in the scene.

This is a great movie! I wrote a review of it on my blog : http://www.filmforno.com/?p=241
It’s available as part of a recently released noir compilation.
