March 3, 1941: Lee Shippey has a column on the plight of the Los Angeles Public Library, which was built with great aspirations as a “people’s university” and was then, as it is now, suffering from cutbacks. Shippey says: Nobody likes to vote more taxes — except the people who don't have to pay any. But it is serious when our library receives only two-thirds the revenue that it received 11 years ago, especially as the city has grown so much in that time and receives far greater revenues because of liquor licenses and other taxes not collectible 11 years ago.
