Above, Police Chief James Davis and Mayor Frank Shaw help lay the cornerstone at the Police Academy in Elysian Park. Here we have two men who will be driven from office by the end of the year during one of the most corrupt periods in Los Angeles city government, but their work in establishing the Academy endures. I suppose one lesson is that even corrupt public officials can occasionally do good works. Below, how newspaper carriers delivered The Times during the recent floods. Seventy years later, I must salute their resourcefulness and dedication to the job. I imagine what this fellow is talking about in shellacking the wiring of his car to make it waterproof is the old days of cloth insulation.
