Eddie Quillan! Active in movies from 1926 (when he became a sort of replacement for Harry Langdon in Mack Sennett comedies) through 1987, usually as a comedian. However, he’s also remembered for his dramatic role as “Connie” in “The Grapes of Wrath” (1940).

IMDB doesn’t show anything called “Trombone From Heaven.” There is, however, “Follow the Band” from 1943, with Eddie Quillan, Mary Beth Hughes and Anne Rooney, which sounds like the film this photo is from.
