A few unhelpful (to me) observations: The camera is a Panavision wide gage one, meaning that it is for a big picture. A real location has been transformed for the sequence. Several AlanLadds are piled up for the camera operator (or director) to peer through the viewfinder. And the talent laying on his backside on a cushion is wearing tuxedo pants. The era seems to be the seventies to eighties.
I would have guessed some James Bond film, but none are shot in the City of Angels.

Could the director be a young Peter Bogdanovich? If so, the production might be the slapstick farce “What’s Up, Doc?” (1972) with Barbara Streisand and Ryan O’Neal, whose tuxedo jacket she ripped and had to mend.
