I managed to snap a picture of this sign on my way to work yesterday (yes, people do work at the newspaper on Christmas Day). Normally, this traffic island on Glendale Boulevard is occupied by men selling drinks to drivers who have stopped for the light. Apparently this sign, which only seems official, is part of a much larger guerrilla art campaign.
