Could it be Eugene Pallette?
Sure looks like a serious Eugene Pallette. Perhaps from ‘The Kennel Murder Case’. Evidently as terrible a human being as he was a wonderful actor. Who could forget “To the world my name is Mabel, which you’ll find on every label; I am packed by E. F. Strable for the pleasure of your table”?
Oskar Homolka (those eyebrows!) but I don’t know from what film this still was taken.

Yeah, I was thinking Eugene Pallette, too. He was so good in so many movies — though I can’t place this one . . .

Sure does look like Eugene Pallette. Those eyebrows! Only Oscar Holmoka came close.
