Could be a very early attempt to glamorize Lucille Ball in the style of the day. Whether or not it is, she was so irrepressible that her individuality eventually emerged and she became the star she was destined to be around age forty.
Well, my first guess is Gladys George, but I’m not sure. How about those eyebrows!
Suspect this is from the John Ford prison comedy (!), Up the River. If so, that means the kid is probably Joan Lawes, daughter of the warden of Sing Sing.
